Primary Setting:
In 2010 the world knows true peace with the exception of a small group of criminals who could not be reached by the advances in medical and scientific technology. Seeking distance from the rest of the world, these people move into the long abandoned Las Vegas; capital city for sin and human desire.

(Because I know little else of the story I took liberties with making up a little extension of this world. Most of this will probably have nothing to do with the actual games' setting in the end.)

Since its abandonment, the city's power grid was cut off, leaving a wasteland of buildings. As gangs of outcasts moved into the city, it was restored with power little by little using primitive methods as needed, leaving many of the buildings still dark and unused.
During the occupation of the city there was much infighting for control of this new underworld. Because of this many sections of Las Vegas were left war-torn and destroyed. After leaders finally took hold of the populace the infighting slowed to a halt.

Scene Setting:
The current scene is the home of one such leader of a smaller group of criminals. To suit his ego this leader has made the once glorious Stratosphere casino and hotel his home. While mostly toppled by past conflicts, the tower still stands as a high point over the rest of the city, and from this gang-leaders perspective serves as a landmark to ones power and influence.
Inside the Stratosphere the majority of the hotel and casino are innaccessible. Piles of debris and old slot machines have been piled into a makeshift throne-room where the leader finds refuge with the closest members of his gang.

Details:
This project was created as an art test for an environment designer / artist. The development time lasted two weeks, part time. Artistic influences for this scene were films such as "Escape from New York", and "Scarface".
